Job Summary
We have a new job opportunity for a Senior Zoning Inspector. This position is responsible for performing intermediate technical and difficult administrative work in securing and maintaining compliance with ordinances and regulations relating to zoning, signage, and nuisances within the City. This is code enforcement work requiring the application of technical and specialized knowledge, methods, and techniques to ensure compliance with codes. Incumbent makes independent field inspections, writes reports, correspondence, and notices, gathers evidence, prepares cases, and testifies in court when necessary. The work is proactive, requiring continuing personal contact with the general public, contractors, architects, etc., concerning zoning ordinance requirements. The incumbent's work has a meaningful impact on specific cases and is subject to general supervisory review by the Chief of Zoning.
Essential Job Functions
•Enforce sign regulations, including field inspection of signs that are installed with a sign permit, ensuring that all signs that are installed have a sign permit; and ensuring removal of illegal signs;
•Perform site inspections of development projects that are under construction and/or close to completion to ensure compliance with Zoning Ordinance requirements generally as well as conditions of site plan approval;
•Ensure that certain construction within residential neighborhoods, including single unit detached homes, fences and accessory buildings comply with approved plans, including height and setback limitations;
•Respond to zoning complaints in a timely manner and enforce zoning requirements if a violation is noted, to include producing Notices of Violation (NOVs) and citations for municipal infractions as needed;
•Verify that representations made for conditional use approval for uses such as attached and detached ADUs are accurate via site inspections;
•Develop a proactive enforcement strategy, to include regular patrols of nonresidential areas to observe noncompliance issues such as sign violations;
•Regularly conduct independent field inspections of commercial, industrial, and residential properties to verify compliance with the City of Rockville Zoning Ordinance and relevant development approvals.
•Perform site inspections of existing properties for continued conformance with the Zoning Ordinance and approved site plans, on a regular schedule.
•Maintain electronic case files and permit information.
•Investigate and resolve complaints from the public regarding zoning code violations.
•Meet with business owners, property managers, developers, architects, contractors, and the general public to review proposed plans, answer code-related questions, and provide advice with respect to sign applications, and general zoning and sign regulations.
•Educate business and property owners and residents about zoning requirements to aid in achieving continued compliance.
Qualifications
High school degree; and four (4) years of progressively responsible work in property management, zoning enforcement or related field; or any equivalent combination of education and experience.
Special Qualifications:
Possession of or the ability to attain certification by the International Code Council (ICC) as a Zoning Inspector is required. Possession of an appropriate, valid driver's license.
Knowledge, Skills, and Abilities
•Considerable knowledge of the City of Rockville's Zoning Ordinance, sign regulations, and the Maryland Accessibility Code.
•Considerable knowledge in the interpretation of City codes, ordinances, and regulations.
•Ability to describe code-related conditions in detail and maintain extensive records on case histories.
•Ability to establish and maintain effective working relationships with homeowners, business owners, architects, developers, contractors, other employees, and the general public.
•Ability to be tactful but firm during contentious circumstances.
•Ability to be effective and concise in oral and written communication.
•Ability to input data into a computer system.
