Located just 40 minutes from Washington D.C., Virginia's second-largest county has established Redevelopment Areas, Small Area Plans, a Mixed-Use Redevelopment Ordinance and six Opportunity Zones. About This Role:

As Redevelopment Manager (Business Development Officer) reporting to the Director of Redevelopment and Special Projects, you'll create strategies for redeveloping older commercial corridors with town centers and mixed-use developments. You'll generate leads, develop projects, conduct market research, and collaborate with Planning, Development Services, Transportation, and other departments while participating in Business Development Team events.

Typical Tasks:

  • Maintain redevelopment site inventory in Salesforce 
  • Create corporate presentations and participate in marketing events
  • Develop sub-area maps using GIS and pull relevant property data for parcels and assemblage
  • Coordinate meetings with stakeholders
  • Participate in Small Area Plan meetings and public input sessions
  • Prepare staff reports, resolutions, MOUs, performance agreements and land sale agreements
  • Help facilitate public review and approval through local governing body & IDA 
  • Project management with both redevelopment and business attraction/retention for a mix of uses (retail, hotel, office, industrial, residential)
  • Create public private partnerships, economic development initiatives and new redevelopment tools
  • Use CoStar and Placer.ai
  • Database entry and project management in Salesforce

Minimum Requirements: 

  • High school diploma or GED 
  • 5 years of experience in economic development, redevelopment, planning, real estate development, marketing & communications, business administration, corporate relocation and expansion or a related field

Preferences

  • A bachelor’s degree in planning, business, economic development, real estate development, marketing, public administration, or a related field
  • Certified Economic Developer (CEcD), American Institute of Certified Planners (AICP) or other relevant certification(s)
  • Thorough knowledge of urban planning practice, local government, and real estate development
  • Strong written and oral communication skills
  • Local economic development experience, with proven track record of working with developers and businesses 

Additional skill sets for potential future endeavors include:

  • Analytical experience with proformas and fiscal impact modeling
  • Environmental testing and clean-up, Brownfields application and implementation
  • Urban design capabilities in helping envision redevelopment potential
  • Working knowledge of redevelopment tools such as Redevelopment Zones, TIF Districts and other measures. 

Special Requirements:

This role requires occasional local, regional, and out-of-town travel for attendance and exhibition at trade shows, conferences, and meetings. Tours of the County, available sites and buildings will be provided for prospective businesses and developers, and visits to existing prop0erties and their representatives will be required.   

A valid driver’s license, background check, and credit check are mandatory. Physical demands include standard office duties with occasional lifting of materials for events.  

Work Schedule:

The Department operates from Monday through Friday, 8:30 AM to 5:00 PM, though this role may require occasional early morning, evening, and weekend commitments. Travel will be required on an as-needed basis. 

Additionally, there is an opportunity for limited, regular teleworking, subject to mutual agreement and alignment with departmental needs. This is a hybrid telework eligible role that may revert to in-office scheduling if business needs change.
