Serves as senior planner for the Long Range Planning Section.  Supervises staff of the Long Range Planning Section. The position supervises the preparation of the county's land use policies including comprehensive plans, town center master plans, transportation plans, and other supporting plans.  This position also supervises the preparation of staff report or recommends submissions from the architectural review committees.  This position also directs the completion of the Department's Annual report.  The position directs the work of planners and projects.  The work at this level requires advanced professional training and experience in land use planning, as well as supervisory experience.  The position reports to the department director, or the deputy director, in the director's absence

 

Essential Job Functions

Serves as subject matter expert and project manager on complex plans/ordinances governing land use in Calvert County.

 

Researches a full scope of advanced planning data on projects.

 

Prepares scope of work, selection procedures, and drafts contracts for consultants, and oversees and directs consultants' work if applicable.

 

Writes position papers/background summaries on potential or proposed regulations for public review.

 

Drafts goals, objectives and innovative solutions to planning problems using planning theory/practice/law, community goals and interests, and political realities.

 

Conducts and/or attends meetings with various committees, commissions, and the public to discuss proposed plans/policies/regulations, answers sensitive questions and deals with upset people.

 

Directs preparation of management reports; develops and presents conclusions and recommendations.

 

Manages positions and personnel to make best use of employees; recommends on: selection of employees, employee development, plans for succession of key personnel.  Counsels employees and administers discipline; handles human resource matters in accordance with agency policy and procedures.

 

Establishes and maintains effective means of coordinating plans and schedules with other County departments and external organizations; takes appropriate actions to maintain effective coordination in the event of delays and other problems; ensures that unit activities do not conflict with department goals.

 

Communicates understanding and support of department goals and programs through actions and spoken and written words; interacts effectively with individuals and groups at all levels; maintains ties with external organizations; keeps director/deputy director and all involved parties informed of matters requiring their attention.

 

Ensures compliance with all applicable policies, rules, regulations and laws; stays abreast of legal, regulatory and policy developments affecting areas of responsibility; enforces legal and regulatory requirements impartially.

Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)

Knowledge of--

  • Advanced principles and practices of land use planning as applied to municipal planning and zoning administration.

  • Effective techniques of supervision and project management.

 

Ability to--

  • Supervise work projects and teams.

  • Interpret and apply land use laws, rules and regulations.

  • Establish and maintain effective working relationships with others encountered in the work.

  • Communicate effectively orally and in writing.

  • Manage staff, daily operations, and policy development and implementation.

  • Provide technical guidance and leadership to planning and support staff.

  • Deal effectively with the public.

 

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)

 

Training and/or Education:

Master's degree in planning or related field.

 

Experience:

Three years of professional planning or related experience which must include considerable experience managing staff, daily operations, customer service and policy development and implementation.

 

Licenses or Certificates:

AICP - full member.

Physical Demands:

Requires long periods of standing, frequent walking indoors, repeated bending, crouching, stooping, stretching or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices.

 

Unusual Demands:

Site work exposes workers to dirt and soil, and work is subject to inflexible deadlines.

 

FLSA Status:

Exempt

 

 

Compensation Steps:

Grade 727: $47.10 - $54.05 per hour
